We had healthy engagement from many of you and have the planning is well underway. Please see the Annual Meeting page for final details. We look forward to seeing you for a free Appreciation Breakfast, followed by updates on the status of our volunteer fire department and the news about the new taxation district and how it will transform our fire district future. The morning will wrap up with several presentations that many of you requested including First Aid / Stop the Bleed, Fire Mitigation, and more.

Update from Idaho Department of Lands:
See the attached video for the Valley Fire in the early hours, how close the fire got to the Adelmann Mine structure, views of fire damage from the air, a scattered herd of sheep in the fire area moved to a safe location, and interviews with firefighters.
Incident Activity: Repairs to containment line built by dozers and firefighters to prevent the Valley Fire from reaching homes and communities is complete. Heavy equipment operators and firefighters restored 33 miles of dozer and handline, returning it to a more natural state ready for regrowth. Erosion control was built into the repairs and seeding of those lines by fire crews is finished. The seed was carefully selected for the Boise Foothills landscape.
Incident Management: Nevada Team 2, a Type 3 Incident Management Team has managed the Valley Fire since October 8. Nevada Team 2 work is complete. The Idaho Department of Lands is keeping a Type 4 team to wrap up work on the Valley Fire. Nevada Team 2 thanks the Idaho Department of Lands, the Bureau of Land Management, Boise District, the Boise National Forest, the Boise Fire Department and other local agencies that assisted with initial firefighting efforts.
Appreciation goes to those agencies and others, as well as communities and stakeholders, who continued to support the containment of the Valley Fire, the suppression repair work, and helped share incident information.
Nevada Team 2 also wants to thank the many resources and people who made success possible, including heavy equipment operators, aerial resources and especially the firefighters who demonstrated excellent work throughout the Valley Fire incident.

Update from Idaho Department of Lands:
Incident Activity: Containment has reached 95%. There may still be smoke visible from inside the fire perimeter in areas of timber but this is to be expected. These smokes are isolated and not a threat to fire growth or containment. Suppression repair work Saturday covered a lot of ground with 90% of the 33 miles of dozer and handline created to contain the Valley Fire now repaired to a more natural state ready for regrowth.
The seeding of these areas will be the focus of today’s work by firefighters. Repair and seeding work should be near completion Monday. The process of turning back the remaining fire management work to the Idaho Department of Lands is underway. Equipment is being removed from the fire area and crews are being released from the Valley Fire as work by Nevada Team 2/Type 3 Incident Management Team nears completion.
Weather: High temperatures are about 5 degrees warmer than normal in the Valley Fire area with a high of about 60 degrees on average with sun, some clouds and dry conditions.

Update from Idaho Department of Lands:
Incident Activity: About 65% of the 33 miles of dozer and handline created to contain the Valley Fire has been repaired to a more natural state ready for regrowth. That percentage is expected to increase significantly today.
Suppression repair work will be more visible in Southeast Boise this weekend. Firefighters and heavy equipment operators will be making repairs in steep areas near Council Spring Road in Harris Ranch. This is challenging work and it is important that the public honor trail closures for firefighter and public safety.
Seed has arrived at the Valley Fire Incident Command. The seed is carefully selected to suit the Boise Foothills landscape and will be mixed prior to being spread on the repaired fire suppression/containment lines. Nevada Team 2 will have a public information officer in the Council Spring Road area available for public questions and to assist media. Weather: Freezing overnight temperatures again under clear skies in the Valley Fire camp where fire crews are staying as they get closer to wrapping up work on suppression repair. Highs in the Valley Fire area will be an average of around 55 degrees with no meaningful precipitation in the forecast.

Incident Activity: Fire crews continue to be located at the Valley Fire Incident Command/Fire Camp sleeping in tents and continue to get an early start with overnight temperatures below freezing. Rapid progress is being made on repairing the impacts of firefighting. All efforts are now going to suppression repair thanks to success in addressing hot spots near the Robie Creek area and securing containment lines.
Some smoke is still visible in the fire interior but is not a threat to containment. There are 33 miles of dozer line as well as hand line that crews are working to restore to a more natural state. More than a dozen miles are completed with some locations already seeded for regrowth. Please honor trail closures for firefighter and public safety. Crews and heavy equipment are active in the fire area.
Weather: Continued lower temperatures in the Valley Fire area with highs averaging in the mid-50s with minimal precipitation.

Evening Quick Update October 17 per the Idaho Department of Lands
Today crews continued to repair the impacts of containment lines. Yesterday’s rain did not create any hazards. Firefighters are dropping seed on handlines after returning the ground to a more natural state that is ready for regrowth. Excavators are still being used to repair dozer line. The moving of heavy equipment is ongoing. Please honor trail closures for public and firefighter safety. Smoke is still visible in the interior but is not a threat to containment.

Update from Idaho Department of Lands:
Incident Activity: A cold front moved into the Valley Fire area on Wednesday bringing clouds, rain and wind. This forced a pause in fire suppression repair work for firefighter safety and to prevent damage to the landscape from the movement of heavy equipment on wet soil. Rain was light and the ground is dry enough today for ongoing fire suppression repairs to dozer and handline this morning.
The rain helped decrease fire activity in the remaining hot spots on the north/northeast portion of the fire closest to Robie Creek. Crews continue to prioritize extinguishing hot spots that could threaten containment line.
Weather: A chance of rain in the Valley Fire area with a possible snow mix in higher elevations. Windy conditions are expected in the afternoon. High temperatures will average 45 degrees in the Valley Fire area.

October 16, 2024, Quick Evening Update per Idaho Department of Lands
There was visible smoke from interior burning timber today but it was quickly addressed by aircraft, further reinforcing that the community of Robie Creek is safe. Containment remains at 90%.
Photos: A community meeting was held in Robie Creek this evening. BLM Fire did an overview of the successful Valley Fire initial attack in the Boise Foothills and the process of bringing in Nevada Team 2 to manage the fire. The Nevada Team 2 Incident Commander was among speakers addressing the community. The fire is under the jurisdiction of the Idaho Department of Lands but agencies with impacted lands/jurisdictions came together in a unified effort. Thank you to the Robie Creek Volunteer Fire Department for hosting. Incident Activity: Fire crews and aircraft continue to focus on hot spots on the north/northeast portion of the fire closest to Robie Creek. This hard work has resulted in the lifting of the “Ready” evacuation status for the Robie Creek community and a boost to 90% containment. Rain in the forecast for this afternoon could impact suppression repair work due to potentially muddy conditions.

Incident Activity: There are still hot spots on the north/northeast portion of the fire closest to Robie Creek. Helicopter water drops Monday helped ground crews address areas of remaining burning fuels. Crews continue with mop up and are monitoring containment lines. Fire activity remains a safe distance from the community. Crews continue to monitor the south and west portions of the fire burn area visible from Boise.
Repair of Fire Suppression Activity: Crews are shifting from fire suppression to suppression repair. There are 22 miles of dozer line that were put in place to prevent the Valley Fire from reaching homes near the Boise Foothills as well as handline built by firefighters on the ground. Suppression repair includes using excavators to bring containment lines back to a more natural ground surface that is ready for vegetation regrowth. About 2 miles have been completed so far.
Recreation Message: The public is asked to be aware of closures prior to being in the area and honor closures. Closures are in place for public safety. Even if there is no visible fire activity, there could be hot spots, damaged trees that could fall, fire traffic on narrow dirt roads, and other safety concerns.
Closures and Evacuation Status: All roads and trails on the Boise Front segment of the Boise River WMA west of Highway 21 and north of Warm Springs Avenue are closed to all entry until further notice. Update from Idaho Department of Lands:
Incident Activity: Firefighting aircraft flights over the Valley Fire were suspended Sunday because another private drone was in the NO FLY ZONE. Please remember, flying drones in the fire area is NOT ALLOWED. Drones pose a safety risk for firefighting aircraft and medical rescues that require an airlift.
Fire crews continue making progress in the north/northeast portion of the fire closest to Robie Creek and are extinguishing hot spots further inside the fire perimeter. Fire activity remains a safe distance from the community. Crews continue to monitor the south and west portions of the fire visible from Boise.
Repair of Fire Suppression Activity: The Valley Fire was stopped from reaching homes near the Boise Foothills thanks in large part to dozer containment line and handline built by firefighters on the ground. Equipment and resources are shifting to repairing fire suppression impacts which includes seeding and erosion control on containment lines. The southern area of the fire already has some suppression repair completed.

Incident Activity: Containment grew to 79% thanks to helicopter water drops and the work of ground crews. A large portable water holding container is now in place in the north area of the fire. This decreases travel time for water tender engines. The water is used to extinguish hot spots and further strengthen containment line. The north/northeast portion of the fire is still the most active.
Ground crews will be moving further into the fire footprint to address the remaining interior burning. Fire activity is still a safe distance from the community of Robie Creek. Crews continue to monitor the south and west portions of the fire visible from Boise. No injuries have been reported and no primary structures lost.

Fire Containment Line Breakdown: There are 22 miles of dozer line. 21 miles of that line is considered contained which means the fire is not expected to cross that line moving forward. There are several miles of handline which is line built by firefighters along the fire perimeter. There is around 7 miles of uncontained line. The public may notice changes in the landscape because of this fire suppression work. That work was successful in preventing the fire from reaching homes in Boise. Part of the work of the Incident Management Team is to assist with addressing the impact of firefighting actions.
Incident Activity: Helicopter water drops continued much of the day Friday. Fire activity is still a safe distance from the community of Robie Creek. Crews remain in the south and west portions of the fire visible from Boise monitoring the area and extinguishing any remaining hot spots and talking with the public. The fire is under the jurisdiction of the Idaho Department of Lands and is a full fire suppression effort. No injuries have been reported.
Fuels and Fire Behavior Advisory: Fuels, such as grasses and timber, are back to critically dry conditions in the Great Basin, with record-level dry conditions in many cases. Extreme Fire Behavior is observed on existing fires as well as new and emerging fires.

Crews were assisted by helicopter water drops from Lucky Peak Reservoir. A new incident map shows containment around most of the fire except on the northeast portion where the fire is burning in steep timber. Fire activity is still a safe distance from the community of Robie Creek.
Crews remain in the south and west portions of the fire visible from Boise monitoring the area and extinguishing any remaining hot spots. The fire is under the jurisdiction of the Idaho Department of Lands and is a full fire suppression effort. No injuries have been reported.

Incident Activity: Weather conditions were more favorable than expected Wednesday with steady wind that assisted firefighting efforts. There was an increase in fire activity and smoke in pockets of timber a safe distance from the community of Robie Creek. Helicopters were used to make continuous water drops to secure containment lines and support ground crews.
Crews remain focused on the most active area of the fire in the north and northeast portion where the fire is closest to the Robie Creek community. Today crews will again be addressing burning timber near containment lines in the area. Fire containment has been successful on the south and west portions of the fire visible from Boise. Those areas remain carefully monitored. The fire is under the jurisdiction of the Idaho Department of Lands and is a full fire suppression effort.
Weather: Cooler temperatures with highs in the mid-70s in the Valley Fire area. West-moving winds could reach about 8 mph in the afternoon. No rain is in the forecast this week, but humidity levels are increasing which benefits firefighting efforts.

The Bureau of Land Management, Boise District, along with the Boise Fire Department and other local agencies led initial firefighting efforts. Resources included a hotshot crew, engines, dozers, and aerial resources. Aircraft were visible from southeast Boise as continuous water drops were executed to assist firefighting efforts on the ground.
Incident Activity: Crews are making significant progress on the north, northeast, and southeast sides, working hard to strengthen lines and mop up hotspots. The west side of the fire is being carefully monitored, with crews ready to address any concerns as they arise.

Fire crews are at it hard working the Valley Fire. Multiple air resources are assisting engines and dozers on the fire.
As far as the fire is concerned on and near the Boise County side, it appears to not be actively spreading at the moment. Most burns tend to be in timber patches. The Boise County Sheriff's Office will continue to have local resources out monitoring the fire in conjunction with the BLM.
There is no change to evacuations at this time as they continue to monitor fire behavior.

Update from Boise County Sheriff's Office:
Evacuation levels remain unchanged: Robie Creek is at Level 2, and Wilderness Ranch is at Level 1.
The Bureau of Land Management (BLM) will be conducting back-burning operations at Hilltop Station to help contain the fire and protect structures. There is a strong possibility that Highway 21 will be closed this afternoon during these operations. We will provide advance notice of the closure, but please prepare to use an alternate route in case it’s needed.
Power has been restored to the Robie Creek area.
Air resources will be deployed this afternoon and evening, as we aim to maximize their flight hours and effectiveness.

Valley Fire Update: 11:00 PM per the Boise County Sheriff's Office
A small spot fire flared up at High Bridge but appears to be under control at this time.
Fire crews will continue working overnight to contain the Valley Fire.
Evacuation levels remain unchanged: Robie Creek is at Level 2, and Wilderness Ranch is at Level 1. These levels will be re-evaluated on Saturday.
Idaho Power has not provided an estimated time for restoring power to Robie Creek and the surrounding areas.

Our dedicated crews are working tirelessly to knock down active fire spread and strengthen containment lines on the north, west, and south flanks of the Valley Fire. The northeast side, which has consumed timber, has slowed down line progression.

Update: 4:10pm: Those in the area between Wild Horse lane/Table Rock Road to Highway 21 and north of Warm Springs should be aware of fire activity in their area. A CodeRed pre-evacuation notice has been sent out to residents on Warm Springs Ave from E Sky Bar St, east to HWY 21, and all residents on Highland Valley Rd, per the Boise Fire Department. This notification means there is a threat in the area and residents should be prepared to evacuate at any moment. (2024-10-14) The RCVFD Board met last week and agreed to help facilitate in sharing information for Robie Creek residents in addressing the issue of having a paid subscription to the CenturyLink landline and not receiving service in return.
We are aware that having a landline is very important during times when the power goes out and especially during an emergency situation, which was exactly what happened on 10/04/2024 when the Valley Fire began and was heading toward our neighborhood. It has come to the Board's attention that many people who have CenturyLink landline phones did not have service, i.e. access to much needed information, during this time. In order to file a complaint about CenturyLink's services, please contact John at the Idaho Public Utilities Commission (direct phone number: 208.334.0304).

For those of you who missed the event and still want to donate to EBCAD, here is the QR code they had at the event. Currently, they are down an ambulance and need help paying to get it fixed.
(2024-07-18) Due to costly improvements required for RCVFD to keep leasing out our two tenders, E122 and E123, Robie Creek Fire has decided to no longer lease them out and will be keeping one at Station 1 and the other at Station 2. These two additions supply Robie Creek Fire with an additional 3400 gallons of water at each station totaling 6800 gallons for all of Robie Creek and our mutual aid neighbors.
(2024-06-30) The Robie Creek Fire Protection District will be divided into 3 sub-districts (see map below). Each sub-district will need a volunteer Commissioner representative. The first set of Commissioners will serve for roughly 1.5 years. All future terms to be elected for 4-year terms. For details on the responsibilities of FPD Commissioners refer to the Idaho Statute 31-1417.

(2024-06-30) The Boise County Commissioners will be approving the RCFPD district map (to include sub-districts) at their upcoming meeting on Tues July 2, 2024.
(2024-07-18) Update: the approved map has not yet been sent to the Board by the Boise Co Commissioners.
(2024-09-10) Update: maps added - (1) all same colors, (2) each sub-district in differing colors, and (3) showing details between parcel properties between districts 2 and 3.
(2024-06-25) You may have noticed that 121 is parked at Station #1. It doesn't run well, but we have a plan to get it back in business.
As it is parked outside, all of the tools and equipment have been removed and are safely stored in the stations.
(2024-06-18) The minutes from the RCVFD Board meetings are uploaded on the website approximately a month after the meeting once they have been approved at the following Board meeting. They are located under "About Us" -> "Board meeting minutes".
The RCVFD Board is aware of concerns some citizens have regarding the Horizon Tower and wanted to let them know the minutes from the 06-11-2024 Board meeting are available to be viewed. The minutes include information about the Horizon Tower after a Horizon representative met online with the Board on 06-10-2024.
(2024-06-11) We are aware there are some concerns regarding the Horizon Tower cell tower that was signed into a lease agreement in 2021 with RCVFD. After being in the court system from that time, it came to a resolution in February 2024 (reference case # CV08-22-00124) with Judge Fleming deciding to uphold the Boise County permit. Since that time, a renewed building permit has been issued to Horizon Tower. The planned building site has been visited by Horizon tower recently to assess it. Building of the tower is planned to begin on Monday June 17, 2024.
The RCVFD Board recognizes there are some citizens who are concerned about the tower being built on the RCVFD property. The board has agreed to seek legal counsel regarding the lease agreement with Horizon Tower prior to construction on 06/17/24 to determine if there is any possibility to get out of the contract.
On May 28, 2024, a fast moving storm started two fires in the district. Nearly 20 firefighters and EMS personnel from Robie Creek and Wilderness Ranch were on hand. The weather was in our favor and all was controlled in several hours.
